Services also included site layout and design, civil engineering, surveying, and permitting through the local municipalities, GDOT, EPD, and the Army Corps of Engineers. Civil engineering of the roadway included compliance with AASHTO and GDOT design requirements, drainage and stormwater management design, and the design of 4 creek crossings which included stream and wetland mitigation coordination. Other services included all bidding, contract, and construction administration on behalf of the development authorities of Oconee and Athens-Clarke counties.
